Recent history of government-sanctioned predatory gambling in Arkansas:
A ballot question funded by commercial lottery operators passed in November 2008. In order to lure voters into supporting predatory gambling, the lottery campaign was sold to the public as a “scholarship lottery.”
In reality, there is no mandated percentage of gross proceeds the lottery must put into the scholarship program; typically, the annual percentage has been a mere 20 percent.
