There was another major decision by an Illinois court this week besides Rahm Emanuel’s bid to stay on the Chicago mayoral ballot. The Illinois State Court of Appeals ruled the General Assembly violated the state constitution when they bundled a proposal to legalize 45,000 to 60,000 video gambling machines in bars and taverns with proposals for other tax increases. In a unanimous opinion, the judges ruled that the law violated the state’s Constitution which prohibits bills that deal with more than one subject.

While the court decision provides more urgency for Illinois leaders to meaningfully address the state’s fiscal crisis, it also provides an opportunity to move the state in the right direction. No more promotion of businesses with highly predatory practices. No more gimmicks. No more phony prosperity.
